Richard Heart (real name Richard Schueler) is one of crypto's most polarizing figures. A self-help guru turned crypto evangelist, he launched HEX in 2019 as a "blockchain certificate of deposit" promising 38% annual returns. He then raised over $1 billion through PulseChain and PulseX token sales. The SEC sued him in July 2023 for unregistered securities offerings and fraud, alleging he used investor funds to buy luxury cars, designer watches, and a 555-carat black diamond called "The Enigma." The case was dismissed in early 2025 when a judge ruled the SEC lacked jurisdiction since Heart lives abroad and didn't specifically target US investors. Heart declared "the SEC lost and crypto won." However, he remains on Europol's most wanted list for suspected tax evasion of "several hundred million euros" in Finland and an assault charge. His supporters view him as a visionary fighting regulators; his critics see a textbook grifter.
